The resilience of the global ocean (GO) as a condition of ocean health is a common concern of States and in-ternational organizations due to the existing global problems. Solving them requires an effective global ocean governance (GOG). The essence of legal protection of the GO is based primarily on the normative framework of the Convention on the Law of the Sea (UNCLOS). As regards the multi-sectoral nature of the GOG, the UNCLOS framework needs to be strengthened. It is proposed to recognize the practice of protecting the ocean's rights, which create a leading norm to reinforce the GOG. Therefore, the personification of the ocean may lead to more efficient validation of the idea of protecting the ocean's rights. This article considers the general premises for reinforcing the effectiveness of the GOG in terms of: i) axiological; ii) normative; iii) empirical; and iv) network perspectives. In addition, some general reference has been made to praxeology in view of the need to formulate the directives of effective conduct facilitating the GOG with regard to the ocean's rights to be protected.
