Collaborative Governance Model In Sustainable Village Tourism Development (Case Study: Kemiren Village Tourism In Ijen Crater Geopark Cultural Site)

摘要
This research aims to examine the implementation of the Collaborative Governance Model in paying attention to social wisdom and the development of the Kemirahan Tourism Village, Banyuwangi Regency so that it becomes a sustainable tourist destination. This study uses a case study approach by conducting interviews and FGDs with 50 respondents regarding the five components of the Collaborative Governance Model, which include (1) Starting conditions, (2) Facilitative Leadership, (3) Institutional design, (4) Collaborative Process, and (5) Outcomes. The results showed that the starting condition component of knowledge and the level of community collaboration related to Geopark development, especially in Kemiren Village Tourism, was still low but showed an increase due to the intensity of tourist visits and activities in Kemiren Village Tourism. The facilitative leadership component shows that relevant stakeholders have collaborated and coordinated in developing the Kemiren Tourism Village. The Institutional Design component shows that the Village Government has formulated two regulations related to traditional institutions and cultural preservation and has opened opportunities for cooperation with other vital stakeholders. The Collaborative Process component shows that stakeholders are interrelated, and the Village Government has carried out various socialization activities, and open discussion also supports collaboration between stakeholders internally in the village and with external stakeholders. The outcome component shows that it is essential to formulate tourism development that can have a more optimal economic impact on the community; besides that, the Kemiren Village Tourism development can be an essential step in preserving nature and culture, especially in the Ijen Crater Geopark Cultural Site area. So based on the five components of the Collaborative Governance Model for Kemiren Village, the Ijen Crater Geopark Cultural Site, Banyuwangi Regency shows strong values but still requires some development and optimization to move towards sustainability.
