A public participation approach in the environmental governance of industrial parks

摘要
Public participation in environmental governance is crucial for sustainable development in industrial parks. The present study employs grounded theory to analyze the complete process of public participation in environmental governance within China's S Industrial Park. Specifically, this study investigates the reasons for public's absence in environmental management and identifies the strategies for achieving sustainable and effective participation. We found that lack of institutional guarantee systems and insufficient ability of public hinder public participa-tion, while interest and institutional space motivate public participation. To achieve sustained and effective participation, a multi-stakeholder environmental governance platform is necessary. We also strategies for enhancing participation, including forming mutually beneficial relationship, promoting community organiza-tions, and encouraging information disclosure.
