Evaluation of results of the people management training program: process, methodology and improvements of development programs

摘要
The article presents the findings of the results evaluation of the first edition of the People Management Training Program (PFGP), conducted by the Joao Pinheiro Foundation in 2020. The PFGP qualifies public managers from central or sectoral areas that formulate people management policies. Its first edition was aimed at teams of managers from nine Brazilian states and offered theoretical modules on people management subsystems, experiential stages, with studies and sharing of concrete cases, and a maker phase for the elaboration of Action Plans. The evaluation of this edition considered different moments of the program's execution -before, during and after, and innovates by filling a gap recognized by the literature on people development, which is still incipient in the reflection and evaluation of the effects of training programs on work processes. The evaluative study showed that, from the participants' perspective, the PFGP achieved the expected results, contributing to the development of a strategic vision of the people management area, with the realization of transforming practices observed in the teams' Action Plans. The contents and tools presented in the course are perceived as useful for the improvement and modernization of work processes, which leads to better planning and alignment of new actions and projects in the area. The PFGP has also fomented the constitution of groups and networks of people management in some states. The evaluation results were used to improve the program and have already been applied to its second edition, to take place in 2021.
