Key Takeaways Strategic planning for pipe renewal and replacement (R&R) is key to saving money, maintaining high-quality service to customers, and preventing catastrophic infrastructure failures. A proactive capital improvement plan involves condition assessment, risk analysis, project prioritization, and creation of an R&R schedule, giving priority to pipes most in need. Scenario analysis using a powerful simulation model provides a systemwide forecast that is instrumental in planning, budgeting, and making the most of utility assets.
