摘要：

低碳韧性城市是指在城市治理和规划设计中协同考虑温室气体减排和应对气候灾害风险的不同需要,采用适应性管理理念,实现生态完整性和可持续城市的目标。低碳韧性城市需要转变传统的城市管理模式和治理理念,从目标、政策和手段等方面进行协同管理。通过分析低碳韧性城市的主要内容、协同领域及协同措施,提出了建设低碳韧性城市的几点思路和实施建议。
