摘要：
As "congestion costs" of coal transportation are fairly high, a sound comparison of economic efficiency between coal transportation and power transmission should take "congestion costs" of coal transportation into account. Otherwise, it cannot truly reflect power transmission’s efficiency advantage. In addition to raising railway capacity, the Chinese government should also increase power transmission to relieve the transportation pressure on railway to cut down "congestion costs."
