可持续发展目标的内涵、进程与评估——从全球社会政策治理的视角

摘要：

文章以全球社会政策治理为分析范式,对2030可持续发展目标进行概念梳理、进程还原与可行性评估。这一纲领性目标产生于特定的经济、社会、环境背景,是全球生态—社会合作的迄今集大成者;不但在世界范围内具体化为各行为体的政治实践,亦引发了诸多学术探讨。从全球社会政策视角进行评估,该议程在"再分配"范畴表现突出,高于其"管治"与"人权"的政策范畴。从全球社会治理视角进行评估,这一纲领在各个行为体层面均有功益,但其界定模糊、责任缺位等问题的存在,或会影响其治理效果。随着世界局势的变更,可持续发展目标仍需面临新的挑战。
