摘要：

The deliberative system embodies the essence of socialist democracy, and it is the theory achievements of socialistic politics civilization. As a supplement to the electoral system, the deliberative democracy system can make up for its inherent defects and to enhance the political decision-making more scientific, so we should carry forward the deliberative democracy to further develop the political civilization.
