水土保持生态补偿优先区域的空间识别:以洞庭湖生态经济区为例

摘要
水土保持生态补偿是生态补偿在水土保持领域的具体实践,是预防和治理水土流失的重要举措。为有效识别水土保持生态补偿费支付的优先区域,优化专项资金使用,选取洞庭湖生态经济区为研究对象,运用InVEST模型,结合市场价值法、机会成本法和影子工程法,对水土保持价值进行评估;根据水土保持价值、经济发展水平和生态系统脆弱性的综合状况,从县(市、区)角度划分水土保持生态补偿的空间区域。研究结果表明:(1)2015年洞庭湖生态经济区水土保持价值高达641.988 7亿元,其空间分布差异明显,表现为东西部价值高,中部低;(2)以生态补偿优先级划分的1级和2级区多属于生态输出与经济受损区,而3级区则属于生态消费和经济受益区;(3)在生态补偿优先级基础上考虑生态系统脆弱性,可将洞庭湖生态经济区划分为优先补偿区、次级补偿区、一般补偿区和潜在补偿区。优先补偿区和次级补偿区是生态补偿的主要区域,应把有限的补偿资金优先或更多地分配到上述区域,这对提高区域水土保持服务和经济发展水平以及防治水土流失有重要意义。
