摘要：

城市治理是国家治理的重要内容,也是全面深化改革的重点领域。近年来,智慧城市建设在全球范围内兴起,传统的智慧城市研究往往聚焦在与智慧城市建设有关的现代技术等硬件上,以物联网、大数据作为智慧城市基础建设体系的核心内容。随着理论探索、技术革新的深入,智慧城市被认为是一种以环境、人和技术的综合性、可持续的方式来设计,政府、企业、社会组织以及公民等利益相关主体共同参与的智慧治理。智慧城市为政府管理及公共服务供给带来极大的便捷性和精准性,也为政府管理思维和治理模式带来新的挑战。由此引发的一系列政府工具创新,不断带来政府决策体制机制的变革和重塑公共服务供给的有效模式。
