On October 18,the Ministry of Industry and Information Technology compiled and promulgated"Development Plan for Nonferrous Metals Industry(2016-2020)"i.e.the"Thirteenth Five Year"Development Plan for Nonferrous Metals Industry(MIIT G[2016]No.316,hereinafter The"Plan").The"Plan"mentioned that,by the end of 2020 China’s nonferrous metals industry will join the ranks of world powers.
