This paper explores the use of non-terrestrial signals of opportunity, specifically the Starlink Ku-band downlink signal, as a navigation source for a high-altitude platform station (HAPS). First, the received Starlink signal is modeled, and a software-defined receiver (SDR) is implemented to estimate the received Doppler frequency. Second, a data collection platform is designed for deployment on a high-altitude weather balloon, ascending to altitudes equivalent to those of HAPS. Finally, experimental results are presented showing: (i) tracking performance of the SDR receiver and (ii) HAPS opportunistic navigation performance at altitudes above 80,000 ft using signals from 5 Starlink LEO satellites fused with altimeter measurements, achieving a three-dimensional (3D) position root-mean squared error (RMSE) of 12.23 m over a trajectory of 948 m.
