Reflecting on digital technologies and knowledge assets in the public sector: exploring the dark side

摘要
The adoption of digital technologies in the public sector has been accompanied by optimistic narratives, highlighting the potential benefits and advancements they can bring. However, it is also crucial to consider the adverse consequences of digitalisation. While some attention has been given to this topic, systematic investigations into these negative aspects remain relatively limited. In recent years, scholars have begun to shed light on various issues related to digitalisation, including inequality, management challenges, and legal considerations. This paper aims to provide an overview of the negative aspects of digitalisation in the public sector through a systematic literature review of 93 articles focusing on knowledge assets. The findings reveal that primary negative effects of digitalisation are often associated with factors affecting the accumulation of relational assets.
