Digital Transformation Policy Combination and Government Governance Performance Improvement: Evidence from China

摘要
In the digital era, policy portfolios have become essential to improving governance performance. This paper selects two types of representative digital transformation policies in China, and uses a multi-period DID model to analyze the relationship between digital transformation policy combination (DTPC) and governance performance based on data from 284 cities between 2011-2019. Results show that DTPC significantly enhances administrative efficiency, basic public services, and economic regulation, with stronger synergistic effect than a single policy. Digital technological innovation and diffusion play positive moderating roles. In addition, the performance improvement effect is more significant in eastern regions and core cities.
