Management of Arterial Hypertension and Diabetes Mellitus in Primary Health Care in Times of a COVID-19 Pandemic: Critical-Reflective Analysis

摘要
Introduction: The pandemic has weakened the link between individuals with arterial hypertension and/or diabetes mellitus and the health system. Objective: to reflect on the challenges of managing arterial hypertension and diabetes mellitus in primary health care in times of a COVID-19 pandemic. Methodology: This is a theoretical-reflective study, whose foundation was given by carrying out a narrative review of the literature. The theoretical-methodological trajectory was structured through interpretive phenomenology. Results: The coexistence of structural, operational and management problems are among the main reasons for not overcoming the challenges revealed to maintain effective care practices for patients with chronic diseases, in the face of the COVID-19 pandemic. Of the structural challenges listed, technological insufficiency, the weakness of effective devices and poorly qualified professionals stand out. In the operational context, the increase in the demand for assistance was highlighted. And, in terms of management, the screening and monitoring of these diseases are still challenges to be overcome. Final considerations: the reflections raised can be useful for the establishment of more effective management processes, in the context of primary health care, for care directed to individuals with chronic diseases.
