摘要：

During the years 2023 and 2024, a series of official correspondence has been maintained between the Municipal Government of Riobamba, Ecuador, and the National Institute of Cultural Heritage (INPC), the regulatory body for heritage in Ecuador. Although powers over heritage have been transferred to the municipalities in the country, the INPC acts as a control body in the event of possible fraudulent interventions. This is the case of the one carried out by the Municipality of Riobamba in the citys' La Libertad Park, protected by ministerial agreement in 2008. This park has been destroyed in its entirety by the municipal council, ignoring the recommendations and warnings of the control body, which has resulted in a criminal complaint against the municipality and the almost total loss of the property.
