Using the Consolidated Framework for Implementation Research to identify barriers and enablers for the implementation of Offender Management in Custody in women's prisons in England and Wales

摘要
Implementation of Offender Management in Custody (OMiC) in women's prisons in England and Wales was introduced in April 2021. This article reports findings from a wider evaluation reviewing implementation of OMiC within the first 12 months. Using a Developmental Evaluation approach, data and evidence was gathered from all 12 women's prisons in England and Wales. The Framework for Implementation Research (CFIR) was used to identify factors influencing the implementation process, within individual prisons and collectively across the women's prison estate. Of the 39 constructs in the CFIR, 22 were identified as factors influencing implementation of OMiC. The CFIR has generated new learning and insights on how to improve existing practices and has helped to shape and target improvement strategies to support ongoing implementation of OMiC and to ultimately improve the outcomes for women in prison and their release back into the community.
