Food security and the ma(s)king of indigenous peoples' dispossession: the example of Inuit in Canada

Focusing on constructions of food security in settler colonial contexts, this article demonstrates how its contemporary conceptualization is heir to long-standing schemes to reform Indigenous peoples and validate state projects. It highlights how discursive regimes of food security in the areas of health, conservation, and economics were conceived within frameworks that instruct Indigenous peoples as to correct behaviour, blame them for their misconduct, and ignore the role of settler states and populations in defining notions of right and wrong and in creating the conditions that promote and sustain those definitions. Ignorance, blame, and indoctrination are thus constitutive features of state interventions aimed at promoting Indigenous peoples' food security. Using instructional publications directed at Inuit, the article demonstrates how, through the provision of services, and in the exercise of settler nation-building, Indigenous peoples have been subjected to programmes of indoctrination and ideological pacification whilst larger contexts of dispossession are bracketed out. Il r & eacute;v & egrave;le comment les r & eacute;gimes discursifs de s & eacute;curit & eacute; alimentaire dans les domaines de la sant & eacute;, de la conservation et de l'& eacute;conomie ont & eacute;t & eacute; con & ccedil;us au sein de structures qui apprennent de mani & egrave;res diverses aux autochtones & agrave; bien se comporter. Ils les bl & acirc;ment aussi pour toute mauvaise conduite et ignorent le r & ocirc;le que tiennent les & eacute;tats et les peuples colonisateurs, non seulement derri & egrave;re la d & eacute;finition de ce qui est bien ou ce qui est mal, mais aussi dans la cr & eacute;ation des conditions qui encouragent et maintiennent ces d & eacute;finitions. L'ignorance, le reproche et l'endoctrinement sont ainsi les & eacute;l & eacute;ments constitutifs des interventions des & eacute;tats coloniaux, avec pour objectif manifeste de promouvoir la s & eacute;curit & eacute; alimentaire des peuples autochtones. L'article retrace cette dynamique & agrave; l'aide de publications didactiques particuli & egrave;rement destin & eacute;es aux Inuit et qui sont parues dans la p & eacute;riode allant de 1931 & agrave; 2006. Il montre qu'& agrave; travers la fourniture de services publics et dans le processus de la construction d'une nation de peuplement, les autochtones ont & eacute;t & eacute; l'objet de programmes d'endoctrinement et de pacification id & eacute;ologique. Ceux-ci cherchent & agrave; garantir que les Autochtones adoptent des croyances et des comportements n & eacute;cessaires & agrave; leur participation & agrave; une & eacute;conomie de march & eacute;. Ces publications didactiques illustrent les mani & egrave;res dont les forces colonisatrices s'unissent autour de projets visant & agrave; r & eacute;former les esprits et les corps des Autochtone, ainsi que leurs liens avec la terre. Ce faisant, le contexte plus g & eacute;n & eacute;ral de d & eacute;possession se retrouve & agrave; l'arri & egrave;re-plan. Este art & iacute;culo, que se centra en las construcciones de la seguridad alimentaria en los contextos coloniales de asentamiento, demuestra c & oacute;mo su conceptualizaci & oacute;n contempor & aacute;nea es heredera de esquemas hist & oacute;ricos para reformar a los pueblos ind & iacute;genas y validar proyectos estatales. Destaca c & oacute;mo los reg & iacute;menes discursivos de la seguridad alimentaria en las & aacute;reas de salud, conservaci & oacute;n y econom & iacute;a fueron concebidos dentro de marcos que instruyen a los pueblos ind & iacute;genas sobre c & oacute;mo corregir su comportamiento, los culpan por su mala conducta e ignoran el papel de los estados y asentamientos coloniales tanto en la definici & oacute;n de nociones de lo correcto y lo incorrecto como en la creaci & oacute;n de las condiciones que promueven y sostienen esas definiciones. La ignorancia, la culpa y el adoctrinamiento son, por lo tanto, caracter & iacute;sticas constitutivas de las intervenciones de los estados colonizadores destinadas ostensiblemente a promover la seguridad alimentaria de los pueblos ind & iacute;genas. El art & iacute;culo rastrea esta din & aacute;mica utilizando publicaciones did & aacute;cticas dirigidas particularmente a los Inuit, y publicadas entre 1931 y 2006. Demuestra c & oacute;mo, a trav & eacute;s de la prestaci & oacute;n de servicios gubernamentales y en el ejercicio de la construcci & oacute;n de naciones por parte de colonos, los pueblos ind & iacute;genas han sido sometidos a programas de adoctrinamiento y pacificaci & oacute;n ideol & oacute;gica. Estos buscaban asegurar que los pueblos ind & iacute;genas adoptaran creencias y comportamientos necesarios para su participaci & oacute;n en una econom & iacute;a de mercado.
