Disasters and the housing problem in metropolitan Concepción 1950-1992

This article examines the intricate intersection of housing policy, natural disasters, and urban evolution in Chile, highlighting the lack of effective state decisions in the face of recurrent geotectonic events. Despite quantitative success in producing affordable housing, criticisms persist regarding limited size and quality, as well as construction in high-risk areas leading to segregation and social marginalization. While numerous housing projects have reduced the housing deficit, dissatisfaction endures regarding qualitative aspects and the sectorization of poverty. Current land takeovers in peripheral areas contrast with past decades, reflecting changes in community motivations and approaches. Popular participation has waned due to subsidy policies, relegating the population to a passive role. Despite quantitative advancements, Chile faces persistent challenges in post-disaster management, housing quality, segregation, and community involvement. The lack of robust public policies and insufficient attention to disaster risk underscore the need to reconsider and prioritize key aspects in the country's planning and development.
