In this context, students' attitudes toward reading, reading motivation, fluent reading skills and reading comprehension strategies were considered in the study. The research was carried out with a quasi-experimental design. The research was carried out with 353 students. The reading comprehension skills development program prepared by the researcher was applied to the experimental group for a total of 30 hours for 15 weeks.
