Patient-reported outcome measures (PROMs) in oncological aftercare in Switzerland: a SWOT analysis from the perspective of health promotion and prevention

Background and aim. In Switzerland, about 400,000 people live with and after cancer, many of whom have a lower quality of life than before the disease. Patient-reported outcome measures (PROMs) allow us to systematically assess the patient's perspective on quality of life and symptom status and to use these data for further treatment in oncological aftercare. This study explores the strengths, weaknesses, opportunities, and threats (SWOT) of using PROMs in oncological aftercare to derive recommendations for action for the Swiss Cancer League. Methods and study design. A three-stage procedure was applied: a) selective literature review on the current state of PROMs in Switzerland; b) collection and thematic analysis of five guideline-based, qualitative experts' interviews; c) synthesis of results using a SWOT analysis to derive recommendations for action for cancer aftercare in Switzerland. Results. Five main categories form the basis for the classification in the SWOT analysis. The promotion of patient-centeredness and interprofessionality are major strengths of PROM. Complex requirements for the digital infrastructure form a weakness. Opportunities are seen in a closed supply chain and reduced health care costs, while unclear responsibilities and the federalist health care system are among the threats. In the spirit of the Ottawa Charter for Health Promotion, activities are proposed to the Swiss Cancer League. Conclusion. PROMs should be made available to all affected persons in Switzerland under the claim of equal opportunities. Actors and organizations should advocate for a nationwide introduction of PROMs in oncological aftercare.
