摘要
The rapid urban growth has caused significant transformations in city morphology, resulting in complex social and environmental challenges. Smart Cities emerge as an integrative solution, combining technology and strategic management to optimise urban life. However, the adoption of these innovations also introduces risks that can affect the quality of services provided and the well-being of the population. This study aims to explore risk management in Smart Cities by identifying and prioritising the risks with the greatest influence on urban performance. The methodology was based on an adaptation of the risk management process proposed by the ISO 31000:2018 standard, with the identification of major risks conducted through a literature review. Six risks were identified and classified into technical and non-technical categories, and their interrelationships were analyzed using the multicriteria DEMATEL method. The results reveal that technical risks associated with the implementation of the Internet of Things (IoT) and Artificial Intelligence (AI), as well as strategic risks, are the most impactful. These findings expand the understanding of risk prioritisation in urban environments and provide practical guidance for managers in developing effective mitigation strategies, contributing to the sustainable and resilient development of Smart Cities.
