TOWARDS AN EVOLUTION IN THE PARADIGM ON TERRITORIAL PLANNING: FROM PLANS TO TERRITORIAL MANAGEMENT. How to adapt to the requirements of the landscape, cultural heritage, "green infrastructures" and "circular territory"

The most modern commitments at the European level show new paths of action that affect the territory-landscape, cultural heritage, "green infrastructures" and "circular territory"- and at same time condition how to conceive the territorial planning. However, the territorial planning has not evolved at the same pace and remains anchored in a paradigm that, in a large part of Spain, has not managed to be implemented effectively. In this work a proposal for reform is posed which implies a significant change in the sense in which the territorial policies have been ruled by the legislative. This proposal has three axes: (1) the territory is a complex heritage with inherent values of different nature and intensity that deserve multi-level and multi-scale, integrative and comprehensive protection; (2) territorial planning should be conceived as an iterative process expressed through a flexible and dynamic territorial model, but always guided by the strategic lines that define the territorial system; and (3) the power is not necessarily executed with plans and is open to direct and immediate territorial management; the coherence of the territorial system should be achieved through a cooperative and coordinated conception of territorial policies.
