摘要
In this paper, we examine the nature of public and private sector cooperation in the field of electronic identity (eID). We provide an overview of existing theoretical frameworks of public-private partnership (PPP) cooperation models and analyze the PPP implementation practice based on the Estonian case study. More specifically, we focus on Estonia's ID card and mobile-ID projects. During the research, we conducted five qualitative semi-structured interviews with public and private sector experts on the implementation of Estonian eID projects. This research is one of the first studies analyzing PPP theoretical framework application in the eID domain. This research identifies bottlenecks and challenges in implementing PPP projects and aims to make the process more effective. Furthermore, the study analyses the strengths and weaknesses of the PPP cooperation model implementation. Finally, we provide practical recommendations to improve the public and private sector collaboration based on the PPP framework while managing projects similar to eID.
