Does collaborative governance work? Looking at Ghana's response to the COVID-19 pandemic

摘要
The novel coronavirus disease (COVID-19) pandemic has had a severe impact on the health, economy, and routine life of individuals. For most governments across the world, it has certainly been a huge task in tackling the challenges of the pandemic and returning life to normalcy. However, the Ghanaian government took an agile and proactive approach to mitigating and containing the spread of the virus, and the country has been praised for its decisive action and expressions of collective solidarity. Using qualitative documentary analysis of textual data, this article argues that the deleterious effect of the pandemic served as a rallying point for the mobilization of resources and voluntary collaborative efforts to contain the spread of the virus. Overall, the article indicates that increasing interdependencies and allowing actors to find their way and innovation are essential to public service delivery in crisis time.
