This study examines citizens' views on public-private partnerships (PPPs) and their sector-based preferences between private or nonprofit organizations as partners with government entities in providing public services for local infrastructures. Using survey data collected in Texas, this study finds that risk awareness and trust in institutional actors significantly influence citizens' perceptions of public service delivery models, while a variety of information sources differently affect their perceptions. This study highlights citizens' perception of nonprofits' role in cross-sector collaborative governance, suggesting their involvement in implementing community resilience policies based on citizen preferences. Empirical findings provide insights for policymaking, advocating inclusive approaches in resilience planning and engaging diverse institutional actors, including citizens, in critical infrastructure development.
