摘要：

Updating the debate on the development process in the face of digital transformation, based on the European experience of regulating data markets, this article deals with the concept of Data Economy, which is established as a new regime of accumulation and its corresponding mode of regulation; It describes the main characteristics of its productive and innovative system, the multi-sided market and its technological- financial oligopolies. It suggests the main challenges such as digital rights and the role of the State in the face of digital transformation, production and innovation systems, and barriers to entry for oligopolies with their geopolitical consequences.
