A qualitative study of youth and child participation in Norwegian specialist child welfare services support measures: dilemmas, ideals, and outcomes

Child welfare services in Norway aim to provide a comprehensive and holistic policy and practice approach. This includes a range of in-home support measures to support parents and their children to resolve challenges. Youth and child participation are basic rights within the Norwegian Child Welfare Services (CWS) context, grounded in the UN Convention on the Rights of the Child, the constitution, and the Child Welfare Act. While recent research has identified youth and children more often being consulted, the involvement of youth and children in their own child welfare services measures is limited and more should be done to facilitate meaningful participation. This article presents findings from a recently completed qualitative study in Norway focusing on child and youth participation in the specialist CWS measures Multisystemic Therapy (MST), Parent Management Training - Oregon (PMTO), and Functional Family Therapy (FFT). A total of 78 participants contributed to this study (21 children and youth, 27 parents/care givers, and 30 therapists/CWS workers). Findings are analysed thematically across measures and different informant groups. While the ideal is for children and youths to fully participate in all aspects of their CWS measures, the dilemma is that models developed to facilitate this risk becoming procedural. Norsk barnevern har som hovedoppgave & aring; tilby helhetlige og faglig forsvarlige tjenester, og & aring; utvikle praksis og politikk p & aring; det barnevernfaglige omr & aring;det. Tjenestetilbudet i barnevernet inkluderer en rekke hjelpetiltak for barn og familier i utsatte situasjoner. Barn og unge har med utgangspunkt i FNs barnekonvensjon, norsk grunnlov, og norsk barnevernslovgivning rett til & aring; medvirke i saksgang og tiltak som gjelder dem selv innenfor barnevernet. Forskning viser at barn og unge oftere blir konsultert i barnevernssaker framfor at reell medvirkning finner sted. Reell medvirkning for barn og unge er begrenset, og det er behov for st & oslash;rre tilrettelegning for at meningsfylt medvirkning skal finne sted. Denne artikkelen presenterer funn fra et nylig avsluttet kvalitativt forskningsprosjekt i Norge, der fokuset har v ae rt p & aring; barn og unges medvirkning i de spesialiserte hjelpetiltakene Multisystemisk terapi (MST), Parent Management Training - Oregon (PMTO) og Funksjonell familieterapi (FFT). Totalt 78 informanter har deltatt i studien (21 barn og unge, 27 foresatte/omsorgspersoner, og 30 terapeuter/barnevernsansatte). Funnene er analysert tematisk p & aring; tvers av de ulike gruppene av informanter og spesialiserte hjelpetiltak. Mens idealet er at barn og unge skal ha full medvirkning n & aring;r det gjelder alle aspekter ved tiltakene de mottar, viser v & aring;re funn et dilemma der det oppst & aring;r risiko for at modellene som er utviklet for & aring; tilrettelegge for medvirkning i tiltakene heller fungerer prosedyremessig.
