Evaluation method integrating game theory and cloud modelling for coal mine emergency management capacity

摘要
An assessment framework for evaluating emergency management capabilities in coal mines was developed, focusing on three critical stages: prior monitoring and preparation, in-process emergency disposal, and post-incident remediation and analysis. This system enables an impartial evaluation of the emergency management proficiency of coal mines. Then, the weight distribution of each evaluation index was calculated following the optimization idea of game theory. Furthermore, based on the cloud model, an evaluation cloud and a result cloud were generated. Taking the emergency rescue situation of the coal and gas outburst accident in the No. 12 Coal Mine of Pingdingshan Tian'an Coal Industry Co., Ltd. in China in 2024 as an example, the evaluation results of the emergency management capability of the accident were intuitively demonstrated. Results show that the comprehensive emergency management ability of No. 12 Coal Mine of Pingdingshan Tianan Coal Mining Co., Ltd. when coping with a coal and gas outburst accident is only "average." In addition, the prior monitoring and preparation ability of this enterprise is 77.66, that for the in-process emergency disposal ability is 66.08, and that for the post-event recovery and summary ability is 69.51. The research findings offer insights into scientifically measuring coal mine emergency management capacity and devising strategies for its enhancement.
