摘要
Brain drain refers to the global transfer of educated individuals from developing to developed countries and this creates a depletion of intellectual capital. In the last few years, the trend of moving Indian students, researchers and scientists towards high-income countries has increased due to better income, infrastructure and world class research facilities. To facilitate brain gain and to minimize brain drain, the Research & Development Infrastructure program, Department of Science and Technology (DST), Government of India is implementing significant schemes for strengthening the scientific infrastructure in academic institutions and universities. This article is a comprehensive assessment of several DST efforts to promote brain gain at possible extent.
