Examination of Structural Shift in Food Consumption During the COVID-19 Pandemic in India

摘要
The present study examines the impact of COVID-19-induced mobility restrictions and supply chain disruptions on the food security outcomes among households in India using a nationally representative survey. Using a structural change approach, we find that the relationship between covariates-monthly per capita expenditures, relative food prices and household characteristics, and measures of food security (food expenditure shares) and dietary diversification (share of staples in food expenditure) changed prior to and during the COVID-19 pandemic. The greater responsiveness of food expenditure shares and staples expenditure shares after the outbreak of COVID-19 in India, particularly among the vulnerable and the marginalized, raise concerns about the household's resilience to such unprecedented crises. This calls for effective action on the part of policymakers to boost aggregate demand, and create effective safety nets to overcome supply, price, and income shocks. La pr & eacute;sente & eacute;tude examine l'impact des restrictions de mobilit & eacute; induites par la Covid-19 et des perturbations de la cha & icirc;ne d'approvisionnement sur la s & eacute;curit & eacute; alimentaire des m & eacute;nages en Inde & agrave; l'aide d'une enqu & ecirc;te repr & eacute;sentative au niveau national. En utilisant une approche de changement structurel, nous constatons que la relation entre les covariables - d & eacute;penses mensuelles par habitant, les prix relatifs des aliments et les caract & eacute;ristiques des m & eacute;nages, et les mesures de la s & eacute;curit & eacute; alimentaire (parts des d & eacute;penses alimentaires) et de la diversification alimentaire (part des aliments de base dans les d & eacute;penses alimentaires) a chang & eacute; avant et pendant la pand & eacute;mie de Covid-19. Utilizando un enfoque de cambio estructural, encontramos que la relaci & oacute;n entre las covariables - gastos per c & aacute;pita mensuales, precios relativos de los alimentos y caracter & iacute;sticas del hogar, y medidas de seguridad alimentaria (participaci & oacute;n de los gastos en alimentos) y diversificaci & oacute;n de la dieta (participaci & oacute;n de los alimentos b & aacute;sicos en los gastos en alimentos) cambi & oacute; antes y durante la pandemia de Covid-19. La mayor capacidad de respuesta de las participaciones de gastos en alimentos y las participaciones de gastos en alimentos b & aacute;sicos despu & eacute;s del brote de Covid-19 en India, particularmente entre los vulnerables y los marginados, plantea preocupaciones sobre la resiliencia del hogar a tales crisis sin precedentes. Esto exige una acci & oacute;n efectiva por parte de los responsables de las pol & iacute;ticas para impulsar la demanda agregada, y crear redes de seguridad efectivas para superar los choques de suministro, precio e ingresos.
