Recent increased knowledge in geoscience has re-suited in a potential concern that;
although highly unlikely;
nuclear power plants could be subjected to an earthquake greater than their original design basis. This has resulted in research activity in both the Nuclear Regulatory Commission (NRC) and the Electric Power Research Institute (EPRI) to develop criteria to identify the realistic Seismic Margin that exists in nuclear power plants. Alternate approaches that have been considered include probabilistic risk assessment and deterministic evaluation to specified criteria. Also considered is whether to evaluate existing plants to a prespecified earthquake or to define the highest level earthquake the plant can acommodate. The approach being taken by EPRI is deterministic and oriented toward utility application. The overall objectives is to develop criteria to assess the capability of existing nuclear power plants to safely shutdown in the event of a larger than design earthquake.
