The author envisions a New Air Navigation System (NEWNAV) being inaugurated in the year 2004 which will be based entirely on satellite techniques and will make it possible to provide air traffic control services for the major oceans of the world from only three control centers. The navigation satellites for NEWNAV will be provided by both the United States and the USSR under a cooperative agreement between them. Although the author regards the NEWNAV system as technically feasible, he notes three very difficult, perhaps insurmountable, barriers to its realization.
