The Technology Policy Simulation Model was developed to evaluate the sensitivity of the technology transfer process to various components of social, economic, and technology policy such as population growth, economic growth, education programs, technology import controls, and domestic competition policy. This model has undergone further validation of the economic growth and the negotiating capacity sectors while the remaining sectors continue to use qualitatively determined relations. Since the principal objective is a sensitivity analysis of the transfer process, the results are in the nature of indications of where further policy analysis and development may be expected to have their greatest impact. The use of qualitative relations is consistent with this limited objective since their variation forms part of the overall sensitivity testing.
