The words of former Air Force Secretary Donald Rice in his white paper 'Global Reach-Global Power: The Evolving Air Force Contribution to National Security' are the hallmark of the Air Force's effort to adapt to the world's rapidly changing political environment. With the recent dramatic changes in the global force structure, the U.S. ability to respond quickly to future challenges has become a primary goal of its defense strategy.
