The views of Jim Hanlon as a top authority at the Office of Wastewater Management, regarding his vision for the office are presented. Hanlon points out that infrastructure security and funding, concerns over the science behind the biosolids regulations, and an increased focus on regulation clarity and publicaly owned treatment works (POTW) needs are to receive top billing. The agency has published manuals on these topics and he suggests that they need to tier the guidance to make it usable and consumable by municipalities of different size and with different complexes in their systems. The office plans to provide technical assistance to the states which adopt trading policy for advancing water quality on a watershed bias.
