Two key issues need to be addressed in moving towards sustainable transport: how to expand access, and how to make transport pay its environmental costs in accordance with the polluter pays principle. Switzerland has implemented policies that address both these issues. The environmental impacts of the fast-growing aviation industry are difficult for national authorities to address, particularly in view of the its global nature.
