In 1990, EPA enacted the Clean Air Act Amendments. Five years after, EPA continues to grapple with a large number of regulations still to be promulgated. This article determines whether EPA's actions over the past five years accomplished the goals set forth in the 1990 Amendments. It also illustrates the actions being taken by the agency to meet future challenges.
