Program Changes from the First to the Second National Energy Plan.

The program changes from the first Italian National Energy Plan (PEN), definitively approved in December 1981, to the Revised Plan 1985-'87, elaborated by the Ministry of Industry, Commerce and Crafts (MICA) in February 1985 and then presented to Parliament, where it is now the subject of an examination by the Commission for Industry of the Chamber are described and discussed. The author examines the objectives of the PEN of 1981, as well as the state of the energy market in Italy in subsequent years, comparing the new aims and trends forecast according to the Revised Plan with the true energy position in the country. In particular the shortcomings and the points not clear in the new PEN, which is inadequate for the present energy needs in Italy, are outlined.
