Some of the control problems associated with integrated chiller plant cooling storage systems have been considered in this article. Two modes of operation have been considered: the night charge, day use mode and the thermal flywheel mode. The control functions identified for night charge, day use operation are: 1) Next-day building load prediction. 2) Optimum cooling storage charge level calculation. 3) On-line building load profile projection. 4) Chiller plant control during cooling storage charging. The potential of these control functions for both saving energy and reducing operating costs is illustrated by a simple simulation using cooling load data from an instrumented building. The thermal flywheel mode of operation is illustrated by simple calculation. The control functions required for this mode of operation are limited to those needed to maximize chiller plant coefficient of performance.
