On the priorities in the field of international cooperation to solve global environmental problems

Thoughts on the priorities are represented considering divergent development of bilateral and multilateral international cooperation to solve global environmental problems. The main attention is paid to the problems of the Global Climate Change and the optimization of the Global Climate Observation System. Besides an attempt is made to substantiate: 1) an inadequacy of the greenhouse global stereoeffect which has been dominating for a long time in the Russian programs of cooperation; 2) a necessity to realize real climatic priorities (a role of the biospheric dynamics, of the interaction between the atmosphere and the ocean, cloudiness and radiation, of the atmospheric colloidal nature etc). The thermal budget of the Earth and dynamic of the biosphere are under consideration as the key problems of the global ecodynamics. A special attention is paid to the social and economic aspects of the ecology.
