Public local mobility services show significant development potentialities. From the analysis of present mobile services users behaviour, it appears in fact that most of the traffic generated is restricted to the local environment and that the percentage of the users that actually makes use of roaming facilities in rural and highway area is rather limited. Then services that offer a limited mobility (within urban areas) seem to be of interest for a significant market share. Moreover the request is growing for a higher customisation of telecom services and a unique identification of the user, i.e. by a single telephone number, to be reached anytime anywhere across the network. Thus, the analysis of local mobility services is to be treated in a wider environment of Personal Communication Services (PCS). This paper addresses the possibility of offering personal communication services characterised by local mobility, with network solutions based on a strict integration between a radio access system and the fixed network. Marketing and technical issues are treated, with particular emphasis on services perspective development, network architecture, radio access characteristics and microcellular coverage issues.
