In view of the increasing number of wastes barred from land disposal, the institution of waste minimization programs and the creation of alternative treatment facilities is a prime concern of both regulators and generators. Recognizing the necessity of site cleanup, EPA officials are shifting their focus to corrective action at facilities regulated by the Resource Conservation and Recovery Act (RCRA). A major change in enforcement priorities in underway. Money and staff will be aimed at obtaining corrective action at hazwaste management facilities that are leaking hazardous materials into the environment.
