For the purpose of improving and making operative the construction engineering of telecommunications outside line plant the Tsukuba Telecommunication Construction Engineering Development Center is now under construction in Tsukuba New Town for Universities and Research Institutes, near Tokyo, Japan. A report of the project is presented.
