The restructuring of electric industry by developed countries, due to the benefits gained from competition, is discussed. The challenge is to develop a balance between introduction of competition, regulation, and command and control. Trends in restructuring reflect that government control and monopoly is being maintained in some form, even after unbundling the traditional functions of generation, transmission, and distribution. The considerations for restructuring include preparing and approving an energy policy stating the intended goals, specifically, the national and social goals to be achieved.
