摘要
The necessity of waste disposal is stipulated by law but its alternatives are not regulated. The selection of the best alternative is determined, first of all, by costs and, when environmental protection is the noble aim of the procedure, by the environmental impact. Therefore, it is important to provide for investments and overhead costs in the planning phase of any project. This article describes the ECOZL planning instrument, which makes possible an effective evaluation of various alternatives of a complex waste disposal network.
