摘要
Training of government officials at the middle management level is taking place at the World Bank's Economic Development Institute, the United States' Department of Agriculture and in a few other institutions around the world. But greater numbers need to be trained each year, both in and out of government, than can be handled by these organizations. In response to this need and to student interest, the author has developed a graduate course at Colorado State University on project planning for the less developed countries (LDCs). Subject matter includes the characteristics of the LDCs, development growth ″theories″ , macro-economic planning, fundamentals of project planning, cash flow analysis, uncertainties, shadow pricing, indirect effects, and financial analysis. The author's approach to the teaching of these subjects and to the overall course organization are described.
