How much risk is too much?

Most civilians expect firefighters to attack every fire or search every burning building with the same intensity or level of risk. However, search operations and fire attack are conducted in accordance with an ongoing risk-benefit analysis that carefully assesses the firefighter's chances of losing his life against the realistic chances of finding and saving live occupants. Among the factors considered in this kind of risk analysis are the duration of the fire and the type of building occupancy.
