This paper analyzes the evaluation index of the harmonious development between social economic growth and highway building, and sets up an DEAHP model with the analytic hierarchy process (AHP) restraint based on the characteristic of data envelopment analysis (DEA) and AHP methods to evaluate the harmonious development process, and proposes a new concept, named harmony degree, and the series of formulas to measure the harmonious development between social economic growth and highway building. This study put forward a new method to evaluate the harmonious development between social economic growth and highway building. It is meaningful to guide the construction planning of region highway network.
